(25) This Directive lays down rules on the execution of payment transactions where the funds are electronic money as defined in Electronic Money Directive (EMD2). This Directive does not, however, regulate the issuance of electronic money as provided for in Electronic Money Directive (EMD2). Therefore, payment institutions should not be allowed to issue electronic money.
