(105) In the interests of legal certainty, it is appropriate to make transitional arrangements allowing persons who have commenced the activities of payment institutions in accordance with the national law transposing Payment Services Directive (PSD1) — repealed before the entry into force of this Directive to continue those activities within the Member State concerned for a specified period.
