(100) In view of the polluter pays principle, it is appropriate to impose obligations on producers as regards the management of waste batteries. In this context, producers should be understood to include any manufacturer, importer or distributor who, irrespective of the selling technique used, including by means of distance contracts as defined in Article 2, point (7), of Consumer Rights Directive of the European Parliament and of the Council , supplies a battery for the first time for distribution or use, including when incorporated into appliances, light means of transport or other vehicles, within the territory of a Member State on a commercial basis.
